Crime: Pennsylvania's Governor signs his 84th death warrant

Governor Edward G. Rendell today signed death warrants for Mikal Moore and Ronald Francis Puksar.

Moore, 32, was convicted of first-degree murder and sentenced to death in 1999 for fatally shooting 22-year-old Donald Burroughs, Jr. Moore had bullied Burroughs for years before the night of Jan. 17, 1998, when Moore chased Burroughs down a West Philadelphia street and shot him twice in the back.

The Pennsylvania Supreme Court affirmed the lower court's sentence in December 2007, and the U.S. Supreme Court declined to hear Moore's appeal in October 2008. Moore's execution is set for March 24.

Puksar, 68, was convicted in 1993 for the first-degree murders of his brother and sister-in-law, Thomas and Donna Puksar, in Berks County. He was given a life sentence for killing his brother and sentenced to death for his sister-in-law's slaying.

The Pennsylvania Supreme Court affirmed Puksar's death sentence in November 1999, and the U.S. Supreme Court declined to hear an appeal in October 2000. Puksar also sought relief under the state's Post Conviction Relief Act, but both the lower court and the state Supreme Court denied Puksar's request. Puksar's execution is set for March 26.

Governor Rendell has now signed 84 death warrants.
