Afghanistan: Payoff claims ground Kabul to a halt

NATO has invested billions of dollars to build a trusted police force in Afghanistan. But as the coalition prepares to hand over security to local authorities, widespread corruption is becoming a major concern. The problem is affecting everything from petty theft to parking.
