Chacon made the announcement at an informal meeting of NATO defense ministers in Istanbul, Turkey.
The reference center will be based at Hoyo de Manzanares in Madrid and will be in charge of training for the prevention and detection of explosive devices in places like Afghanistan, Chacon was quoted as saying by Spanish media.
The idea of such a center came as roadside bombs are the main causes of deaths among NATO troops in Afghanistan.
It is expected that the center will be ready by the end of 2010.
