Human Rights: Uganda to outlaw homosexuality

Uganda is set to pass a bill criminalizing homosexuality that activists say is part of a growing campaign against gays.

But the bill's author, lawmaker David Bahati, says the legislation is about promoting family values. "Homosexuality is not part of the human rights we believe in, " he said.

President Yoweri Museveni, (photo) has described homosexuality as a Western import, joining local religious leaders who believe it is un-African. Activists see the legislation as another sign of the growing impact of U.S. evangelicals and anti-gay campaigners in Uganda.
